Jeff was born at Portsmouth Naval Hospital, the son of an officer in the then Navy’s Underwater Demolition Team and a nurse. Jeff spent his early years attending public school in Norfolk before his family moved to southwestern Virginia. It was in the mountains of Virginia where Jeff began his working life assisting in the survey, design, and construction of various municipal projects, including large scale water, sewer, stormwater, sanitary landfill, streetscape and housing projects.
Later in his career, Jeff returned to Tidewater where he served as the Director of Planning and Development for Gloucester County. In that capacity he led that local government’s efforts in comprehensive planning, zoning, environmental protection, and building regulation.
Jeff graduated from Christopher Newport University with a B.S. in Governmental Administration. He later graduated from Regent University School of Law in 2003, and has practiced law since.
When he is not working Jeff enjoys fishing and crabbing inland waters of Virginia Beach, and frequently returns to the mountains to hike with his wife and two sons.
